VLC Media Player suddenly has choppy video

Problem: VLC "Vetinari"stutters / plays choppy video when older versions played just fine.

Solution:  Go to Tools \ Preferences \ Input/Codecs  and set "Hardware-accelerated decoding" to "Disable".
